How to get a No Objection Letter (NOC) from Nepal’s Ministry of Education

Apply for the NOC online through the Ministry of Education after you accept your offer and before you pay fees abroad. Your bank needs it to transfer tuition money.

01 · The basics

What the NOC is and why you need it

A No Objection Letter, usually called an NOC, is issued by Nepal’s Ministry of Education, Science and Technology (MoEST). It confirms that the ministry has no objection to you studying abroad. Nepali banks ask for it before they send money overseas for your tuition fees and living costs, because foreign-exchange rules require it.

In practice, this means you need the NOC after you have an offer from your university and before you pay fees from Nepal. Without it, your bank cannot legally transfer education payments abroad in your name.

Remember

The NOC is not a visa and does not guarantee one. It is a Nepal-side permission for the foreign-exchange transfer.

02 · Prepare first

Documents you will usually need

The exact list is shown on the ministry’s online application form, and it can change. Most students are asked for:

Make sure the course name, fee amount and institution name on your offer letter are easy to read. If your offer letter does not show the fees, ask the institution for a fee statement.

03 · Step by step

How to apply online

  1. Open the official portal: go to the NOC section of the Ministry of Education website at moest.gov.np. Use only the official government site.
  2. Create your account and fill in your personal, academic and course details exactly as they appear on your documents.
  3. Upload scans of each document in the format and size the form asks for.
  4. Pay the fee through the payment options shown on the portal and keep the receipt.
  5. Track your application online. If the ministry asks for corrections, respond quickly so your application is not held up.
  6. Download or collect the letter once approved, then take it to your bank with your fee invoice to make the transfer.
04 · Avoid delays

Common mistakes that slow approval

  • Name mismatches between the passport, certificates and offer letter.
  • Blurry or cropped scans, especially of transcripts and passports.
  • Applying too late, when your tuition deposit deadline is only days away. Apply as soon as you accept your offer.
  • Using unofficial websites or paying middlemen who promise faster approval. The official process is online and straightforward.
Plan the order. Offer letter first, NOC second, bank transfer third, visa application after you have your CoE, CAS or acceptance document.

How long does an NOC take?

Many applications are processed within a few working days when documents are complete. Allow extra time around holidays and busy intake seasons.

Do I need a new NOC if I change university?

Usually yes, because the letter is linked to your institution and course. Check with the ministry before you transfer any money for the new offer.
