Australia Student Visa Changes 2026: What Nepali Students Need to Know
Australia's September 2026 migration overhaul: no family members on new student visas, stricter course progression and what Nepali students should do now.
New student visa applicants will generally not be able to bring family members, and students must move up to higher qualifications. The changes are announced but not yet in force, and existing visa holders are not affected.
Australia’s migration overhaul, in brief
On 17 September 2026, Home Affairs Minister Tony Burke set out a package of migration changes in an address to the National Press Club in Canberra. The government’s aim is to bring net overseas migration down from about 300,000 a year to 225,000 by 2028, and several of the measures affect international students directly.
Start dates, the exact rules and any exceptions still have to be published. The government has said it prefers to legislate. Nothing here changes a visa you already hold.
Bringing your partner or children
This is the biggest change for Nepali students. At the moment, many students include their partner and children in their student visa application as secondary applicants. Under the announced change, most new student visa applicants will not be able to do this. Reports of the announcement say the same applies to new graduate visa applications.
- Existing visa holders are not affected. Families already in Australia on a student visa can stay under their current visa.
- Limited exceptions are expected, including some postgraduate research students such as PhD candidates and certain students from Pacific and ASEAN countries.
- In the last financial year, about 46,000 of the 337,000 student visas granted went to secondary applicants, so the change affects a large group.

Moving up, not sideways
The government wants to stop “visa hopping”, where students stay in Australia by enrolling in course after course at the same or a lower level. The announcement describes a qualification scale: a new student visa should take you to a higher qualification, for example from a bachelor’s degree to a master’s degree.
- Choose a course that is a clear step up from your current qualification.
- Be ready to explain how the course fits your academic background and career, which is already tested under the Genuine Student requirement.
- If you are already studying in Australia and plan another course, get advice before you apply.
Other changes already shaping applications
The announcement adds to changes that already affect student visas.
- Enrolment planning levels: the government sets how many new international students each provider can take. For 2026 the national planning level is 295,000.
- Processing priority: offshore applications are processed faster for providers that are well within their allocation, and more slowly for providers above it.
- Closer checks: the Genuine Student requirement, financial capacity and English evidence are being assessed more strictly, and refusal rates have risen.
- No onshore switching from some visas: people in Australia on a visitor visa or a Temporary Graduate visa cannot apply for a student visa from inside Australia.

- Do not panic or rush. The changes are announced, not law, and there is no confirmed start date yet.
- Plan a clear progression so your new course is a genuine step up.
- If you planned to bring family, discuss other options, such as studying alone first, before committing money.
- Choose your provider carefully, because a provider’s allocation can affect processing time.
- Prepare a complete, honest application, with strong financial and Genuine Student evidence.
- Check official updates from the Department of Home Affairs before you lodge.

I already hold a student visa with my family. Do we have to leave?
No. The announcement says existing visa holders are not affected. Keep meeting your visa conditions, and get advice before applying for any new visa.
When will the family restriction start?
No start date had been published at the time of writing. We will update this guide when the Department of Home Affairs releases the details.
Can my partner apply for a visitor visa instead?
Visitor visas are for genuine short visits. Future visitor visas are also expected to carry a “no further stay” condition, so they cannot be used to stay longer or switch visas in Australia.
Is Australia still a good choice for Nepali students?
Yes, for students with a genuine study plan, a clear progression and enough funds. The rules reward well-prepared applications, so good planning matters more than ever.
